OVMF now reserves a larger default MMIO window

This is a default-size change on master, not an IOMMU or security fix.

7735ed4f8eb3 landed 2026-08-23T13:00:31Z (06:00 AM PT Aug 23). One-line change in OvmfPkg/Library/PlatformInitLib/MemDetect.c: dynamic MMIO window 1/8 to 1/4 of GPA (8TB to 16TB on a 46-bit guest physical map).
PR tianocore/edk2#12997 (Ramkumar). Devel thread #122111 through #122114 was discussion-only until this land; #122116 is the PR note. No GHSA, no CVE. Not OvmfPkg/IoMmu.
